The Ukrainian Centre of Determination of the Earth's Orientation Parameters (UCEOP) was founded in 1998 at the Main Astronomical Observatory of the National Academy of Sciences of Ukraine (MAO NASU), Kiev, Ukraine. It was created under support of the State Program "Creation and Development of the State Service of United Time and Standard Frequences" (SSTF). The UCEOP is a part of the State Service of United Time and Standard Frequences in accordance with the Statute of the SSTF.

The Senior Research Scientist Alla Korsun' was the first leader of the UCEOP (1998 - 2003). The Senior Research Scientist Olga Bolotina has been the manager of the UCEOP since 2003.

The main aims of the UCEOP are the following:

  1. Creating the system of the basic coordinates & time provision of Ukraine:
    • maintenance of participation of Ukraine in international cooperation for creation, support, and metrologycal verification of the basic systems of coordinates (the ICRS and ITRS) and their realizations (the ICRF and ITRF);
    • determination of the parameters of transformation between basic systems of coordinates (determination of the Earth's Orientation Parameters (EOP), namely, pole coordinates, UT, and angles of nutation)
  2. Providing citizens of Ukraine the information on the basic systems of coordinates and EOP.

The UCEOP has the following functions:

  1. Information and technical support for activity of the space geodesy and geodynamics stations network of Ukraine:
    • SLR network of Ukraine;
    • GPS network of Ukraine;
    • VLBI network of Ukraine.
  2. Coordination of activities of the space geodesy and geodynamics stations network of Ukraine with the international services IGS, IVS, and ILRS.
  3. Creating new space geodesy and geodynamics stations in Ukraine.
  4. Information and technical support of activity of geodynamical data and analysis centres of Ukraine:
    • SLR analysis centre;
    • VLBI analysis centre;
    • operational centre of GPS network of Ukraine;
    • GPS local data centre;
    • Kharkiv GPS group.
  5. Coordination of activities of geodynamical data and analysis centres of Ukraine with international services.
  6. Provision of citizens of Ukraine with the information on the basic systems of coordinates, EOP, etc.
  7. Information support and organization of workshops, conferences, sciences school in the field of basic coordinates & time provision of Ukraine.
